WHAT IS AFFORDABLE HOUSING?

Affordable Housing allows eligible and qualified applicants to purchase at below market prices. Purchase prices are income-based and income limits will vary by project. The Hawaii Housing Finance and Development Corporation (HHFDC) is the primary agency charged with overseeing affordable housing, financing, and development in Hawaii.

​2)  Long-term Affordable Housing for Local Residents.
​3)  Gifting and co-signing are permissible, and provide an opportunity for homeownership.
​4)  No household size limits (subject to City & County of Honolulu ordinances & developer guidelines).

What is Shared Appreciation?

What is the Buyback Program?

The Buyer is required to be an owner occupant for a set number of years that can vary, but are typically 10 years. The buyback program gives the HHFDC the first option to purchase the property in the event of a sale or transfer during the required number of years of ownership. Owner occupancy is a requirement during this period. The restriction automatically terminates at the end of period from the recording date. THE CITY & COUNTY OF HONOLULU, AND THE DPP AFFORDABLE HOUSING PROGRAM

 

There are a number of new construction projects on Oahu that fall under the City & County of Honolulu guidelines and The Department of Permitting and Planning (DPP) Affordable Housing Rules as of March 31st, 2019.

 

What Are The Eligibility Requirements?

(1) Be a citizen of the United States or a resident alien;

(2) Be at least eighteen (18) years of age;

(3) Be domiciled in the State of Hawaii and have a bona-fide intent to physically reside in the affordable housing unit as an owner-occupant for the duration of the restriction period;

(4) The total gross household income shall not exceed the unit's designated income limit;

(5) Have sufficient gross household income to qualify for the loan to finance the purchase and spend no more than thirty three percent (33%) of their gross household income towards monthly housing payments;

(6) The total net available household asset shall not exceed the purchase price of the unit. The Director may determine on a case-by-case basis to waive this requirement if there has been an extreme hardship;

(7) Be a person or household member who, either oneself or together with a household member, does not own or has not owned for a period of three years prior to application, a majority interest in fee simple or leasehold lands suitable for dwelling purposes. The Director may determine on a caseby-case basis that previous or current ownership of majority interest in fee simple or leasehold land
